Moral education in higher education institution, which has witnessed great development, should continuously open up new phases .The basic point of innovation should promptly upgrade from the innovations of methodology and technology to those of conception and theory, transit from experience-based innovations of methodology and technology to those guided by the new conception and theory, among them, the innovation of conception is directive and fundamental.

Chinese educators by and large are of the opinion that through moral education norms regulating personal, social, and environmental interaction should be cultivated in young people. In the past, there was much talk in moral education circles regarding norms on personal and social interaction.

Since China’s reformation and opening to the outside world, education has made remarkable strives in its development. It has played an active role in the motivation of economic construction and social development.

The term “environmental education” has been in common use in educational circles for several decades.
