Moral education in higher education institution, which has witnessed great development, should continuously open up new phases .The basic point of innovation should promptly upgrade from the innovations of methodology and technology to those of conception and theory, transit from experience-based innovations of methodology and technology to those guided by the new conception and theory, among them, the innovation of conception is directive and fundamental.
